The people of Colombia have, for the last fifty years, been subject to a specific form of violence: paramilitarism. An embodiment of the underbelly of global capitalist accumulation, this form of pervasive violence expresses the exacerbation of social inequalities and class formation under capitalism. In Paramilitarism and Neoliberalism, Jasmin Hristov theorises this extreme expression in light of forced displacement, labour repression, subjugation of social movements, decentralisation of violence, drug trafficking and the emergence of a variety of para-institutional armed actors across Latin America. The activities of paramilitary groups in the postdemobilisation era, their involvement in human rights violations, and their multilevel support networks inside major state institutions are documented, with a particular emphasis on violent dispossession and illegal land appropriation that has benefited agroindustries and mining enterprises. Hristov engages in a Marxist political economy approach, combined with a global sociological perspective, allowing for an expansive and deep-reaching understanding of paramilitarism as a phenomenon with many faces, ultimately illustrating how it is increasingly becoming the coercive counterpart of global capital.

In Blood and Capital: The Paramilitarization of Colombia, Jasmin Hristov examines the complexities, dynamics, and contradictions of present-day armed conflict in Colombia. She conducts an in-depth inquiry into the restructuring of the state’s coercive apparatus and the phenomenon of paramilitarism by looking at its military, political, and legal dimensions. Hristov demonstrates how various interrelated forms of violence by state forces, paramilitary groups, and organized crime are instrumental to the process of capital accumulation by the local elite as well as the exercise of political power by foreign enterprises. From the deserts of Sudan to the jungles of Colombia, and from the streets of Belfast to the mountains of Kurdistan, paramilitaries have appeared in violent conflicts in very different settings. Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state. In doing so, they undermine the state's monopoly of legitimate violence, while at the same time creating a breeding ground for criminal activities. Why do governments with functioning police forces and armies use paramilitary groups? This study tackles this question through the prism of the interpenetration of paramilitaries and the state. The author interprets paramilitarism as the ability of the state to successfully outsource mass political violence against civilians that transforms and traumatizes societies. It analyses how paramilitarism can be understood in global context, and how paramilitarism is connected to transformations of warfare and state-society relations. This book challenges the conventional wisdom that civil war inevitably stymies economic development and that ‘civil war represents development in reverse’. While some civil wars may have adverse economic effects, Civil War and Uncivil Development posits that not all conflicts have negative economic consequences and, under certain conditions, civil war violence can bolster processes of economic development. Using Colombia as a case study, this book provides evidence that violence perpetrated by key actors of the conflict – the public armed forces and paramilitaries – has facilitated economic growth and processes of economic globalisation in Colombia (namely, international trade and foreign direct investment), with profoundly negative consequences for large swathes of civilians.
