Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

What does it mean to live in the West today? Do people tend to identify with states, with regions, or with the larger West? This book examines the development of regional identity in the American West, demonstrating that it is a regionally diverse entity made up of many different wests--Great Plains, Southwest, Rocky Mountains, and more--in which American regionalism finds its fullest expression. These fourteen original essays tell how a sense of place emerged among residents of various regions and how a sense of those places was developed by people outside of them. Wrobel and Steiner first offer a compelling overview of the West's regional nature; then thirteen other rising or renowned scholars-from history, American Studies, geography, and literature-tell how regional consciousness formed among inhabitants of particular regions. All of the essays address the larger issue of the centrality of place in determining social and cultural forms and individual and collective identities. Some focus on race and culture as the primary influences on regional consciousness while others emphasize environmental and economic factors or the influence of literature.
