It also reviews how the Nordic countries and their social partners approach the sharing economy and issues relating, amongst other, to its legality, regulation, taxation, and terms of competition. There is so far scant supply of statistics, data and research in this field. The employment potentials and consequences of the sharing economy will, amongst other, depend on the governments’ and the organized actors’ responses to these challenges. Currently, all the actors seem to be in a phase of knowledge gathering and deliberation of possible policy options, cautiously avoiding taking steps that might obstruct the development of the sharing economy.

Here, we include all the Nordic countries (Denmark, Finland, Norway and Sweden), except Iceland, where platform work is still very marginal. While remaining a marginal phenomenon in the Nordic countries, platform work can be seen as one important case in which many key aspects of the changing world of work coalesce. This report on platform work in the Nordic countries thus connects some of the themes explored in the other pillars of the NFoW project, such as digitalization, new forms of employment and the legal and regulatory challenges currently faced by the social partners, governments and Nordic labour market models.

In the early 1990s the Nordic countries were considered to be in a serious situation. The costs of welfare states, generous unemployment benefits, high taxation rates, strong unions, and centralized wage bargaining were thought to be undermining their competitiveness in an age of rapid globalization. By 2005 however, they all ranked at the top of a number of performance indexes on economic competitiveness and sustainability. Citizens in the Nordic countries continue to participate in and benefit from globalization on a much wider scale than in any other similarly highly developed country, and these countries increasingly provide templates within the EU for imitation and social innovation. This book investigates how and why welfare services, active labour market institutions, and public policies were re-combined into enabling and risk-sharing mechanisms to stimulate innovation, and how this made it possible for firms to change their work organization and pursue highly rewarding and distinctive globalization strategies. The various sharing initiatives seen in the Nordic countries over the last years within transportation, housing/accommodation, sharing/renting of smaller capital goods and personal services could yield considerable benefits for consumers due to better quality and/or lower prices of the services. They also have a potential for emissions reductions of CO2 and local pollutants. However, savings from lower prices could lead to increased emissions from increased demand of the services (particularly transport) and increased spending on other goods and services. Depending on how consumers spend their savings, these changes could partly, wholly or more than offset the initial emission reductions. The impacts on overall CO2 emissions depend on whether the emissions are taxed, part of the emissions trading system EU ETS or not regulated at all.
