Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. In practice, as the contents of this book show, the defence industrial bases and arms export policies of emerging states display significant variance. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. Civilian control over the military is widely hailed as one of the major successes of India's democracy. Because it is so rare, especially among post-colonial states, this control is rightfully celebrated. But has this come at a cost? In The Absent Dialogue, Anit Mukherjee argues that the pattern of civil-military relations in India has hampered its military effectiveness. Diving deep into understanding the organization and internal processes within the Indian military, he explains how Indian politicians and bureaucrats have long been content with the formal and ritualistic exercise of civilian control, while the military continues to operate in institutional silos. Yet, there has been little substantive engagement between the two. To support this claim, Mukherjee closely examines the variables most closely associated with military effectiveness-weapons procurement, jointness (the ability of separate military services to operate together), officer education, promotion policies, and defense planning. Further, Mukherjee shows how India's pattern of civil-military relations-best characterized as an absent dialogue-adversely affects each of these processes. While the book focuses on India, it also highlights the importance of civilian expertise and institutional design in enhancing civilian control and military effectiveness in other democracies. This book offers a detailed examination of the professional military education system in the United States, from a critical, insider's perspective. The mission of America's war colleges is to educate senior military officers in both the ways of war and the defence of peace. But are these colleges doing the best job possible in carrying out that important mission? Military education faces many demands, including a lack of preparation by the students, uneven quality of the faculty, and confusion over the curriculum. Many officers attend resident programs at the war colleges programs against the career advice of their leadership, despite the fact that they are virtually guaranteed graduation after less than a year of study, while others do their best to avoid it entirely. As the professional military education system has come under increasing scrutiny and criticism, some have even called for closing the war colleges. That answer, however, does not serve the United States well, especially in a complex, globalized environment, where military leaders need the best specialized education to prepare them for their future challenges.
