In Asia, there are a growing number of gigantic megacities, accompanied by a series of speculative and extravagant megaprojects. Amid the fast-paced urban and development challenges, many Asian governments have been searching for replicable and inspirational cases in Asia. South Korea and its capital city, Seoul, are among frequently referenced models. However, South Korea’s "economic miracle" in the late twentieth century has been mostly studied through an economic policy lens. This book revisits the development of South Korea by looking at its urban dimension and exploring the city of Seoul as a developmental megaproject. Offering an alternative to the focus on economic policies when it comes to explaining South Korea’s development successes, Joo looks at the urbanization that took place under the guidance of the strong developmental state. She provides empirical evidence of the "property state" at work, both complementing and supporting the developmental state. She also analyzes why and how Seoul was able to emerge as an important Asian global city and a global front-runner in terms of ambitious and pioneering urban investments, despite its relatively recent history marked by massive slums and urban poverty. This book provides an analytical framework for studying South Korea’s modern development under capitalism as a precursor to East Asian urbanism and development. It paints a comprehensive story of how cities have been politically and economically important to Korea’s development experience and are increasingly becoming a new mode of development.

This book focuses on understanding how a megacity like Seoul can be read as a formal architectural composition and not an endless urban sprawl. In a broader sense, the book discusses the dichotomy between city and urbanization: “city” being an architectural problem of bounded forms, while “urbanism” is an infrastructural project of expansion. It is an uncontested reality that urbanization is a continuous global process that has produced nebulous conurbations labeled as megacities. These expand beyond the virtual administrative boundary of any said “city,” producing a discrepancy between an area of administrative control and the real physical condition of human settlement. If there were a better formal understanding of megacities through their typological architectural conditions, then there could be a better assessment of the qualitative state of urbanization. Avant-garde groups from the 1950s, 1960s, and 1970s such as Team X, the Situationist, the Structuralist, and the Metabolist worked with ideas of megaforms and megastructures to address this issue. Although most of these proposals remained as paper architecture, this book reevaluates some of these ideas for the 21st-century megacity, using Seoul as a case study due to its clear typological formations produced over its diff erent periods of governance. The aim is to present the concept for an infra-architectural hybrid model of typological islands and subterranean megastructure that organizes Seoul as a fl exible multi-linear city. This book will be of interest to academics and students of architecture, urban geography, and Asian studies.

The rapid growth of the Asian urban population concentrates on a few large cities, turning them into giant megacities. Despite new theoretical insights into the benefits of megacities, the emerging Asia is facing a daunting challenge concerning the management of infrastructure and services in their megacities. This book is an in-depth study of the Indo-Pacific region for effective interventions in the megacities system. First, based on several criteria, the region is identified as homogeneous country groupings of diversity, a multi-polar spatial system, and as program regions of QUAD and I2U2 for action programs and investment transcending many nations but mostly the ocean space of the Indo-Pacific, connecting all megacities sub-regions spatially and functionally. Then, the megacities with problems and prospects for economic integration are studied from the point of view of regional economics and international trade, and finally, the rural–urban interface with case studies of selected countries is presented. Prospects of systems of megacities and individual megacities for regional economies are designed. Existing interconnections through rail, air, and ocean of megacity systems, their capacity, performance, and potential are analyzed for emerging issues. International trade among the megacity systems/countries with emerging issues and barriers are presented. The mobility of money, goods, and services among the systems of megacities is analyzed. Rule-based diplomacy and other emerging options are discussed to sustain the above calls for a study of the Security of the Indo-Pacific region. Finally, the emerging architecture for megacity system governance is also presented. Out of 21 megacities in the Indo-Pacific, an in-depth study of a few in India and Japan in the Indo-Pacific region for effective economic interventions in the megacities system at the city level was studied. COVID-19 has affected most of the countries in the Indo-Pacific. With a contraction of GDP and a GDP growth rate negative, the number below the poverty level increased. Foreign Direct Investment is not forthcoming in any of these countries. Job creation becomes a priority in addition to public health concerns connected with COVID-19.

For the first time in human history, more than half the world’s population is urban. A fundamental aspect of this transformation has been the emergence of giant cities, or megacities, that present major new challenges. This book examines how issues of megacity development, urban form, sustainability, and unsustainability are conceived, how governance processes are influenced by these ideas, and how these processes have in turn influenced outcomes on the ground, in some cases in transformative ways. Through 15 in-depth case studies by prominent researchers from around the world, this book examines the major challenges facing megacities today. The studies are organized around a shared set of concerns and questions about issues of sustainability, land development, urban governance, and urban form. Some of the main questions addressed are: What are the most pressing issues of sustainability and urban form in each megacity? How are major issues of sustainability understood and framed by policymakers? Is urban form considered a significant component of sustainability issues in public debates and public policy? Who are the key actors framing urban sustainability challenges and shaping urban change? How is unsustainability, risk, or disaster imagined, and how are those concerns reflected in policy approaches? What has been achieved so far, and what challenges remain?
