South Korea has emerged as a new middle power playing a significant role in a wide range of important global issue areas and supporting liberal international order with its leadership diplomacy. The growing role played by new powers like Korea calls into question the prevailing view that global governance is polarized with emerging powers challenging the liberal international order established by the United States and its European allies after World War II. As the case of Korea shows, large developing countries like the BRICS are not the only emerging powers active in global governance. Newly developed or high income developing countries like South Korea, Turkey and Mexico are also active emerging powers, taking new initiatives, setting agendas and mediating conflicts between rival groups on the global stage. Because these high income developing countries have advanced under and benefited from the liberal international order, they see a great stake in its stability and show a willingness to protect it. This book explores the relationship between the British Liberal party and the rural working-class voters enfranchised by the Third Reform Act of 1884. In contrast to many works that present urban voters as the primary agents of political change in nineteenth- and twentieth-century England, this study argues that an examination of the dynamics of popular rural politics is essential to a thorough understanding of political developments in the early years of mass enfranchisement. Prior to 1914, capturing a substantial portion of the rural vote was essential to any political party seeking to establish a strong Parliamentary majority; and the Liberal party, coming from a traditionally strong urban base, had to work particularly hard to meet the expectations of the new rural electorate. The book shows that popular political culture in the English countryside was dominated by two important, and sometimes conflicting, traditions: on the one hand, a history of radical social protest, emphasizing attacks on the privileges of landowning elites, and on the other, a widespread concern for the harmony of the local community, coupled with a suspicion of unnecessary divisiveness. The attempt to appeal simultaneously to both of these facets of rural political culture helps to explain not only why the Liberals continued to launch rhetorical attacks on the landed aristocracy and to promote schemes of land reform long after one might have expected them to have switched to a more 'modern' emphasis on class politics, but also why the 'New Liberal' emphasis on the politics of community carried such broad electoral appeal at the beginning of the twentieth century. The book suggests, finally, that in focusing primarily on urban democratization, historians of this period may have exaggerated the role of class allegiances in shaping popular political opinion and underestimated the continuities between 'Old' and 'New' Liberalism.

When liberals don't have reason, authority, or the American people on their side, they turn to the one thing they never run out of: Pity. For decades, conservatives have chafed at being called "heartless" and "uncaring" by liberals who maintain that our essential choice as a nation is between the politics of kindness and the politics of cruelty. In The Pity Party, political scientist William Voegeli turns the tables on this argument, making the case that "compassion" is neither the essence of personal virtue nor the ultimate purpose of government. Over the years, liberals have built a remarkable edifice of government programs that are justified by appeals to compassion: Head Start, immigration reform, gun control, affirmative action, and entitlements, to name only some. As Voegeli amply demonstrates, the liberals who promote these massive programs are weirdly indifferent as to whether they succeed. Instead, when the problems they are intended to solve fail to disappear, liberals double down, calling for yet more programs and ever greater expenditures in the name of "compassion." Meanwhile, conservatives who challenge the effectiveness of these programs are slandered as "heartless right-wingers." Yet rather than challenge this tendentious liberal argument, the many conservatives it intimidates feel it necessary to insist that they really do "care." However, liberal compassion's good intentions consistently fail to translate into good results. Voegeli walks the reader through a plethora of programs that have become battlefields between conservatives fighting for more efficiency and liberals fighting for more budget-busting federal programs to address an ever-expanding catalog of social ills.
