While China’s hybrid rural land tenure system has contributed to agricultural development, it is interwoven with rising farmland loss and social conflicts.This book examines the linkages between land tenure, development and governance in the context of China’s development transformation. Drawing on empirical studies, it advocates the exploration of innovative land tenure systems that address the wider determinants: institutions, power, politics and social development. It argues that a land tenure system can only be sustainable when it is compatible with the overall biophysical, social, political and economic conditions. Collaborative international research on tenure dates back at least to the early 1960s when the Land Tenure Centre was established at the University of Wisconsin-Madison and conducted some studies in collaboration with CGIAR social scientists. CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system. CAPRi began to operate as a systemwide research program on tenure and collective action in the mid-1990s, and became PIM Flagship 5 on governance of natural resources in 2011. From 2021, a renewed research agenda on tenure is essential for advancing the One CGIAR mission of “science and innovation that advance transformation of food, land and water systems in a climate crisis.”

This book examines the impacts of land tenure reform interventions implemented in Benin, Ethiopia, Rwanda, and Zimbabwe. Since 2000, many African countries have introduced programs aimed at providing smallholder farmers with low-cost certificates for land held under customary tenure. Yet there are many contending views and debates on the impact of these land policies and this book reveals how tenure security, agricultural productivity, and social inclusion were affected by the interventions. It analyses the results of carefully selected, authoritative studies on interventions in Benin, Ethiopia, Rwanda, and Zimbabwe and applies a realist synthesis methodology to explore the socio-political and economic contexts. Drawing on these results, the book argues that inadequate attention paid to the core characteristics of rural social systems obscures the benefits of customary tenure while overlooking the scope for reforms to reduce the gaps in social status among members of customary communities. Tenure insecurity has a variety of negative consequences for natural resource management, agricultural productivity, and poverty reduction, but the sources of tenure insecurity differ for men and women, and for individual, household, and collective lands. Research supported through PIM has helped advance policy reforms that improve access to, and tenure security of, land and natural resources and has supported more equitable and sustainable use of resources in less developed regions. Statutory recognition of customary rights, multistakeholder processes such as for land use planning, and organized social alliances such as Indigenous Peoples’ groups have emerged as important mechanisms for securing rights or enhancing access to collectively held lands. Long-term partnerships, ongoing engagement, and training for multiple actors at multiple scales increases the likelihood of successful implementation of tenure reforms. Further research on tenure security can contribute to achieving the Sustainable Development Goals, especially by clarifying how customary tenure can provide security and how tenure affects decision-making in multistakeholder platforms.
