Strategic Adjustment and the Rise of China demonstrates how structural and domestic variables influence how East Asian states adjust their strategy in light of the rise of China, including how China manages its own emerging role as a regional great power. The contributors note that the shifting regional balance of power has fueled escalating tensions in East Asia and suggest that adjustment challenges are exacerbated by the politics of policymaking. International and domestic pressures on policymaking are reflected in maritime territorial disputes and in the broader range of regional security issues created by the rise of China.Adjusting to power shifts and managing a new regional order in the face of inevitable domestic pressure, including nationalism, is a challenging process. Both the United States and China have had to adjust to China's expanded capabilities. China has sought an expanded influence in maritime East Asia; the United States has responded by consolidating its alliances and expanding its naval presence in East Asia. The region's smaller countries have also adjusted to the rise of China. They have sought greater cooperation with China, even as they try to sustain cooperation with the United States. Modern Asian economic history has often been written in terms of Western impact and Asia's response to it. This volume argues that the growth of intra-regional trade, migration, and capital and money flows was a crucial factor that determined the course of East Asian economic development. Twelve chapters are organized around three main themes. First, economic interactions between Japan and China were important in shaping the pattern of regional industrialization. Neither Japan nor China imported technology and organizations, and attempted to "catch up" with the West alone. Japan's industrialization took place, taking advantage of the Chinese merchant networks in Asia, while the Chinese competition was a critical factor in the Japanese technological and organizational "upgrading" in the interwar period. Second, the pattern of China's integration into the international economy was shaped by the growth of intra-Asian trade, migration, and capital flows and remittances. While the Western impact was largely confined to the littoral region of China, intra-Asian trade was more directly connected with China's internal market. Both the fall of the imperial monetary system and the rise of economic nationalism in the early twentieth century reflected increasing contacts with the Asian international economy. Third, a study of intra-Asian trade and migration helps us understand the nature of colonialism and the international climate of imperialism. In spite of the adverse political environment, East Asian merchant and migration networks exploited economic opportunities, taking advantage of colonial institutional arrangements and even political conflicts. They made a contribution to national and regional economic development in the politically more favourable environment after the Second World War, by providing the valuable expertise and entrepreneurship they had accumulated prewar. The character of the international order of Asia, governed by Western powers, especially Britain, but shared also by Japan for most of the period, was "imperialism of free trade", although it eventually collapsed by the late 1930s.

No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.

The rise and influence of public opinion on Chinese foreign policy reveals a remarkable evolution in authoritarian responses to social turmoil. James Reilly shows how Chinese leaders have responded to popular demands for political participation with a sophisticated strategy of tolerance, responsiveness, persuasion, and repression—a successful approach that helps explain how and why the Communist Party continues to rule China. Through a detailed examination of China's relations with Japan from 1980 to 2010, Reilly reveals the populist origins of a wave of anti-Japanese public mobilization that swept across China in the early 2000s. Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source - the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today's international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.
