No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. In this book, Steven R. Reed argues that studying only central administrations and national-level politics yields a picture of greater rigidity than actually exists in modern governments. There is not a simple dichotomy between centralization and local autonomy: many different relationships between levels of government are possible. Reed illustrates his point in nine detailed case studies in which he analyzes the governments of three of Japan's forty-seven prefectures. Reed interviews over one-hundred officials to reveal the innovative policymaking that exists at the local level. Reed compares how each prefecture addresses pollution control, public housing, and access to the best high school education, and concludes that despite some inefficiency in the system, the results are usually very good. Japan's prefectures are important sources of governmental flexibility and responsiveness.

In Help (Not) Wanted, Michael Strausz offers an original and provocative answer to a question that has long perplexed observers of Japan: Why has Japan's immigration policy remained so restrictive, especially in light of economic, demographic, and international political forces that are pushing Japan to admit more immigrants? Drawing upon insights developed during nearly two years of intensive field research in Japan, Strausz ultimately argues that Japan's immigration policy has remained restrictive for two reasons. Over the postwar period, the scope of industrial policy has expanded markedly. Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements?
