Leader is an approach for implementing the EU's rural development policy through local action groups (LAGs). This involves specific costs and risks but promises an added value from following a bottom-up and partnership approach. In this report the Court finds that lags implemented the Leader approach in ways that limited the potential for added value and gave grants to projects without due regard to efficiency. Procedures were not always transparent and did not sufficiently demonstrate that the lags took decisions on an objective basis, free from conflicts of interest. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.

This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. Am Beispiel der integrierten ländlichen Entwicklung klärt sie einerseits die Frage nach forstwirtschaftlichen Potentialen in Regional Governance-Initiativen und analysiert andererseits allgemeine politische Kräfte, die Regional Governance bestimmen. Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. This book deals with problems frequently encoun-tered by agencies, managers, and technicians who try to implement large-scale development projects. Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).
