Public Law 95-507 has been hailed as the most far-reaching procurement legislation enacted in recent years. This study was undertaken to investigate the impact of this law on the acquisition system within the Department of Defense (DOD). The results of this study indicate: The law has the potential of both increasing opportunities for small and small disadvantaged businesses as well as assisting them to become viable independent enterprises. Implementation has been slow due to a combination of reasons. There are certain inherent weaknesses in the subcontracting provisions. The implementation/administration has increased procurement administrative lead time (PALT). The most difficult task in administrating the subcontracting provisions is determining the aceptability of plans. Contract-by-contract reporting will be burdensome. The costs of implementing/administering the law by the contractor will be generally absorbed by the Government. (Author).
