A preliminary report was issued in A discussion of the fundamental problems relating to the State as a whole, published in 1909 2 meets in a broad way the require ments of the scientist and the engineer, but it is not designed to furnish a solution for local problems and is not sufficiently detailed to furnish data for use in a quantitative study Of ultimate supply and its utilization. It was recognized that conditions in the State are so varied that each section of the State has its individual problem, and that in order to obtain-data of direct practical value the conditions surrounding each town, and, where feasible, each farm and each village, should be investigated.
