At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book’s main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies’ traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav “diaspora” in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

This book explores the key economic issues facing Southeastern Europe and Bosnia and Herzegovina, within the context of the serious challenges that the global economy has faced in recent years. It combines rigorous analysis of the issues faced by the region with a constructive approach to identifying solutions for a positive future trajectory. The book starts by exploring the economic challenges facing the world economy both before and during the global economic crisis. The second part of the volume focuses on south-eastern Europe, and especially on the Western Balkans, assessing the best ways of achieving a positive economic future for small open economies in the region. The final part of the volume examines the economic challenges in Bosnia and Herzegovina. One of Čausevic 's main findings is his proposal for the creation of a European Union Guarantee Fund for the Western Balkans, which would guarantee long-maturity bond issues by the countries of the region, denominated in national currencies. These bond issues would be called Euro-Balkan bonds and they could be classified as financial assets with a lower degree of risk. The revenues realised would be used exclusively to finance capital projects preferably at the cross-border level. Thus, one of the key problems facing small open economies which are not yet members of larger associations and therefore lack the backing of a supranational institution, could be solved and systemic risk reduced, stimulating economic growth and employment. Čausevic had also foreseen the need for a return to Keynes's thought before the crisis broke out. In his conclusion on the need for reform of the international financial system (in 2006) he stated that private institutions/entities would not be able to replace the international and national authorities in providing key financial resources for sustainable development.

The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.
