Health services account for over 9 per cent of total public and private final consumption expenditures and for almost 5 per cent of total employment. Over the past twenty years real health spending has increased substantially faster than real GDP. The principal problem in designing policies to achieve efficiency stems from the difficulties in defining and measuring the output of health systems, as well as the general lack of clinically agreed-upon standards of appropriateness of medical care.
