China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

However, China has often deferred to the consensus of smaller neighboring countries on regional security rather than running roughshod over them. Why and when does China exercise restraint—and how does this aspect of Chinese statecraft challenge the assumptions of international relations theory? In Power and Restraint in China’s Rise, Chin-Hao Huang argues that a rising power’s aspirations for acceptance provide a key rationale for refraining from coercive measures. He analyzes Chinese foreign policy conduct in the South China Sea, showing how complying with regional norms and accepting constraints improves external perceptions of China and advances other states’ recognition of China as a legitimate power. Huang details how member states of the Association of Southeast Asian Nations have taken a collective approach to defusing tension in maritime disputes, incentivizing China to support regional security initiatives that it had previously resisted. Drawing on this empirical analysis, Huang develops new theoretical perspectives on why great powers eschew coercion in favor of restraint when they seek legitimacy. His framework explains why a dominant state with rising ambitions takes the views and interests of small states into account, as well as how collective action can induce change in a major power’s behavior. This book examines China’s national security strategy by looking at the three major elements—foreign policy, energy security, and naval power—all interactive and major influences on China’s future and its relations with the United States. A decade and a half into the twenty-first century, Beijing requires reliable access to energy resources, the navy to defend that access, and foreign policies to navigate safely toward its goals. Most importantly, the People’s Liberation Army-Navy (PLAN) must be able to safeguard China’s regional maritime interests, especially the sovereignty disputes involving Taiwan and the Yellow, East China, and South China Seas. Many Chinese naval officers and analysts think the United States is determined to contain China and prevent it from achieving the dominant historical position to which it is entitled. This view has been strengthened by Washington’s shift to Asia, transfer of naval units to the Pacific, and the March 2015 Maritime Strategy released by the U.S. Navy, Marine Corps, and Coast Guard. China’s relationship with the United States is vital to both countries and to the world. The relationship is based on both common and divergent interests in economics, military operations, and political goals and methods. China’s international trading economy and ambition for a world-class navy require effective foreign diplomacy and participation in global affairs. This policy trifecta in large part defines China’s posture to the world. Beijing is approximately halfway toward its mid-century goal of deploying a navy capable of defending China’s perceived maritime interests. China’s priorities follow President Xi Jinping’s definition of national security as “comprehensive, encompassing politics, the military, the economy, technology, the environment and culture.” What this means for future Chinese foreign policy choices, as naval modernization and energy security concerns enable different courses of action, lies at the center of this book’s conclusions.

In less than three decades, China has emerged as the world's largest exporting nation with more than $2 trillion exports annually. China's quick rise as a leading exporter in the world is an unprecedented miracle. There are many theories explaining this miracle. This book adopts the global value chain (GVC) approach to analyze the Chinese export miracle over the last four decades. It focuses on the tasks rather than the gross export value and emphasizes the organizations of modern trade rather than the national comparative advantage. The GVC approach systematically explains how, in less than four decades China has evolved from a closed economy to the world's No. 1 exporting nation; why China, a developing country, has exported more high-technology products than labor-intensive products to the US; and why almost half of the US trade deficit has originated from China.The book identifies three spillover effects of GVCs that originated from brands, technology and product innovation, and distribution and retail networks of GVCs lead firms. It argues that China's deep integration with GVCs has been a decisive factor for China's emergence as the world's No.1 exporting nation and the champion of high-technology exports. In addition, this book uses iPhone trade and the operation of Apple, the largest factory-less American manufacturer, to explain how current trade statistics exaggerate China's exports to and its trade surplus with the US on the one hand, and underestimate US exports on the other hand.By using the experience of the Chinese mobile phone industry, the book argues that the GVC strategy can be a short-cut for developing countries to achieve industrialization and enable firms of developing countries to enter high-technology sectors despite their intrinsic disadvantages. At this end, the book also discusses the future trajectory of China-centered GVCs under the shadow of the US-China trade war and the COVID-19 pandemic.

This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.
