As I write, the financial systems of the world are collapsing with still no clear indication of what the consequences will be and which measures should be taken to avoid such a crisis in the future. There seems to be agreement though, that the financial instruments introduced in the past few decades entailed far too much complexity and uncertainty and that there was too little regulatory control over the use of these instruments. Management of uncertainty with the aim of achieving self-control is the core concern of this book. It was not written with a focus on financial systems, but many concepts developed in this book are applicable to this field as well. The - neric principles of reducing, maintaining or increasing uncertainties in view of the different contingencies an organization is faced with, the fundamental issue of how much control is possible and who should be in control, and the question of how much and what kind of regulation is necessary with the overall aim of finding an appropriate balance between system stability and flexibility are at the centre of heated debates on the future of finance.

Uncertainty is a fundamental characteristic of weather, seasonal climate, and hydrological prediction, and no forecast is complete without a description of its uncertainty. Effective communication of uncertainty helps people better understand the likelihood of a particular event and improves their ability to make decisions based on the forecast. Nonetheless, for decades, users of these forecasts have been conditioned to receive incomplete information about uncertainty. They have become used to single-valued (deterministic) forecasts (e.g., "the high temperature will be 70 degrees Farenheit 9 days from now") and applied their own experience in determining how much confidence to place in the forecast. Most forecast products from the public and private sectors, including those from the National Oceanographic and Atmospheric Administration's National Weather Service, continue this deterministic legacy. Fortunately, the National Weather Service and others in the prediction community have recognized the need to view uncertainty as a fundamental part of forecasts. By partnering with other segments of the community to understand user needs, generate relevant and rich informational products, and utilize effective communication vehicles, the National Weather Service can take a leading role in the transition to widespread, effective incorporation of uncertainty information into predictions. "Completing the Forecast" makes recommendations to the National Weather Service and the broader prediction community on how to make this transition.

This vol ume contains the proceedings of the second U. S. -Austral ia workshop on Renewable Resource Management held at the East-West Center, Honolulu, Hawaii, December 9-12, 1985. The workshop was jointly sponsored by the National Science Foundation (USA) and the Department of Science and Technology (Austral ia) under the U. S. -Austral ia Cooperative Science Program. The objective of the workshop was to focus on problems associated with the management of renewable resource systems. A particular emphasis was given to methods for handling uncertain elements whieh are present in any real system. Toward this end, the partiei pants were chosen so that the collective expertise included mathematical modeling, dynamical control/game theory, ecology, and practical management of real systems. Each participant was invited to give an informal presentation in his field of expertise as related to the overall theme. The formal papers (contained in this vo 1 ume) were written after the workshop so that the authors coul d util ize the workshop experience in relating their own work to others. To further encourage this exchange, each paper contained in this volume was reviewed by two other participants who then wrote formal comments. Following the publication of seminal papers by professors H. S. Gordon in 1954 and A. D. Scott in 1955, active research has led to rapid progress in our understanding of the economics of fisheries. Fishing, however, is a complicated activity involving intricate interactions between man-made fishing capital and naturally produced fish stocks in an inherently dynamic and stochastic setting. Consequently, in spite of significant advances, important sections of fisheries economics remain largely unexplored. One such area is the economics of migratory fish stocks. In 1985, the editors of this volume embarked on a research project concerned with the optimal utilization of common Nordic fish stocks. A fundamental feature of some of the most important of these fish stocks, such as the Atlanto-Scandian herring and the Icelandic capelin, is their migratory behaviour. Not only do the migrations continuously alter the economic conditions for harvesting these species. They also result in the periodical transfer of stock concentrations from one exclusive fisheries jurisdictions to another. It was readily apparent that this behaviour constituted a crucial determinant of the appropriate harvesting pattern of these stocks. More importantly, however, migrations are by no means a unique feature of Nordic fish stocks. In fact, it appears that migratory behaviour is exhibited, albeit in varying degrees, by all species of fish. It therefore stands to reason that migrations constitute an important aspect of the economics of fisheries in general.

This book is concerned with how people respond to unpredictable variation in environmental and economic conditions (risk) and lack of information (uncertainty) about those risks. The papers focus on tribal and peasant societies. These societies lack many of the formal institutions that we, in the industrialized West, rely on to buffer us against unpredictable resource fluctuations. As the papers in this volume show, people in these societies are directly and profoundly affected by such risks. The contributors to this volume are primarily ecological and economic anthropologists who have in common a familiarity with both the formal theory of behavioral ecology and/or economics and the anthropological literature on tribal and peasant societies.
