Some species and stocks of sharks, rays, skates, and chimaeras (termed shark in this review) are rapidly depleting due to climate change, land-based influences, and overfishing. These pressures, coupled with sharks’ low reproductive potential (slow growth and delayed maturation; long reproductive cycles; low fecundity; and long lifespans) place sharks in a risk profile that is more akin to mammals on land than fish in the ocean. The development of policy, and the delivery of management and conservation measures regulating the use, international trade, and capture of sharks (whether as a targeted species or as bycatch in fisheries), is hindered by gaps in basic knowledge – a knowledge that is required in order to get a clear sense of their status in real-time. Many countries are establishing or strengthening monitoring across shark value chains to overcome these shortfalls in information. This document reviews what shark fisheries data is being collected, highlighting the opportunities and constraints in collecting information on sharks in fisheries, based on practical experience. It includes information from 28 surveys across 19 countries: 9 in the Mediterranean, 5 in Africa, 3 in Asia, and 1 in Oceania. Interviews were conducted with data collectors and managers across the entirety of the survey process, while data collection variables were documented in order to inform those interested in the collection, provision, and exchange of shark information on common practices and their commonalities. The review identifies standardized information metrics which, if collected more generally, would strengthen the opportunity for harmonized reporting and cross-comparability across surveys. In addition – and in order to assess the status quo – the current data collection requirements of management measures applied to sharks by regional fisheries management organizations (RFMOs) were reviewed, including “no retention” measures. Finally, the review proposes a list of the minimum standard measurements and common life-history parameters required to support the assessment of shark stocks in fisheries.

Marine recreational fisheries are an integral part of Mediterranean and Black Sea coastal life and are commonly practiced throughout the region. Recreational fisheries also represent an important driver of coastal tourism, which constitutes one of the region’s most important maritime sectors in terms of gross value added and employment. However, despite their ubiquity and potential socio-economic contribution, recreational fisheries are a data-poor sector and can vary widely from one country to another, thus impairing proper consideration of the recreational fisheries sector in policy-making and undermining efforts towards sustainable fisheries management at the regional level. The main goal of this handbook is therefore to provide a clear methodological framework to allow Mediterranean and Black Sea countries to implement suitably harmonized sampling and survey monitoring schemes for recreational fisheries. This handbook establishes a minimum set of necessary information for monitoring recreational fisheries, while, at the same time, allowing for flexibility to accommodate national specificities and data collection needs. It also provide guidance on the data analysis process as well as advice to successfully engage stakeholders in the data collection process.

The first meeting of the Regional Fisheries Data and Statistics Working Group (FDS-WG) was convened in Barbados from 14-16 May 2018. The Regional FDS WG is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). The 26 participating experts, representing 16 WECAFC members, were presented with and discussed key documents meant to build the foundation of this new working group. Discards – the part of the catch that is not retained on board, which may include target species or any other (commercial and non-commercial) species that are returned at sea dead or alive – usually result in a reduction of harvesting opportunities and may have negative consequences on the stocks, ecosystems and the marine environment. In the Mediterranean and the Black Sea, studies on discards only cover a small portion of the total fishing activities and discard rates are often poorly estimated or totally unknown. Information is lacking for many types of fishing gear, countries and GFCM subregions, and most available studies only cover relatively short periods and small areas. Discards therefore represent a major source of uncertainty about the actual fishing mortality rates of stocks. These knowledge gaps highlight the need to expand discard monitoring programmes and standardize practices, so to assess discards appropriately and address their important impacts. This publication and the methodology discussed herein aim to provide a framework for the development and implementation of an efficient, standardized data collection and monitoring system for discards through on-board observations, questionnaires at landing sites and self-sampling activities. It ensures minimum common standards for the collection of discards data and allows for repeatability and comparisons among fisheries across the region, thus offering a harmonized basis of knowledge, information and evidence for decision-making.

The publication documents the results of the review of the level of implementation of the FAO Ecosystem Approach to Fisheries (EAF) by the fisheries management bodies in each of the different ABNJ regions. The review was designed to help identify future activities by the ABNJ Deep Sea Project to address gaps and capacity development and make recommendations to strengthen EAF among deep-sea fisheries management bodies and/or their members. The information to complete the EAF reviews was largely obtained from web-based materials. To assist with the accuracy of these desktop assessments, following initial drafting of each EAF background report and associated EAF assessment, both documents were sent to the respective RFMO secretariats. Comments and/or suggestions provided by the secretariats were then addressed with revised versions of the background reports and review assessments generated. Based on these revised reports, the comparative analyses were finalized and a full report was drafted. Being a desk-top assessment of the level of implementation of the EAF approach by each of the RFMO management bodies, the study had a number of caveats including only being able to measure systems and processes, not outcomes. A more complete assessment of EAF adoption and especially the outcomes would require direct involvement of the various stakeholders, including all relevant management, compliance and scientific bodies, contracting parties (CP), non-contracting parties (NCP), vessel owners, crews, non-governmental organizations (NGOs), etc.

The Regional FDS-WG is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). The second meeting of the FDS-WG contributed to: • review the FDS-WG first meeting intersessional work and develop consensus and identify remaining work needed for technical session topics (vessel mapping, sub area and divisions, list of main and reference species, WECAFC-FIRMS stocks and fisheries inventory, Small-Scale Fisheries Matrix, and Data Collection Reference Framework and standards); • review country updates on national data collection systems, vessel registries, continuing challenges and needs; • identify, prioritize, and develop a criteria list of national countries capacity-building projects; • review the FDS-WG Terms of Reference; and • develop the FDS-WG2 Workplan for 2020–2022, including recommendations in preparation for the extended session, and initiate WG recommendations for the WECAFC Scientific Advisory Group (SAG).

The work was organized between joint sessions to address issues of general interest, with the Subject Groups – Aquaculture (CWP-AS) and Fis heries (CWP-FS) –organized in concurrent sessions, to address matters related to the intersessional programme for each Subject Group. The meeting reviewed the progress made since the Twenty-fifth session of the CWP and agreed on actions for the second part of the intersessional period, prior to the upcoming Twenty-sixth session of the CWP to be held early in 2019. The main issues presented and discussed were the dissemination of the revised handbook on the CWP web page and the further enhancemen t of the socio-economic and GIS section of the handbook, the CWP ad hoc task group on “reference harmonization for capture fisheries and aquaculture statistics”, and the progress made by the Task Force in establishing the standard aquaculture questionnaire.

The Fisheries and Biological Data Preparation Workshop for the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem (NBSLME) was held in Bridgetown, Barbados 23-25 October, 2018. The meeting brought together 14 participants including fisheries officers, government organizations and FAO. The main objective of the workshop was to provide training on data preparation for stock assessment purposes and fisheries status/trends monitoring, enhance capacities in fisheries data and statistics collection at the national and sub-regional levels, and review status of data collection for the shrimp and groundfish fisheries of the NBSLME. The current state of the Fisheries and Resource Monitoring System (FIRMS) stocks and fisheries inventories for the NBSLME was reviewed and updated with inputs from participants. Ongoing work on the Data Repository and Decision Support System (DSS) for the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project and its application in the NBSLME was presented and discussed. A template for recording fisheries and biological data of key species in the NBSLME for stock assessment purposes was reviewed by participants. Furthermore, for each country and fishery, participants reviewed availability of data including, inter alia, time series of landings and fishing effort, length frequencies and socio-economic information. Additionally, a review was made of the biological parameters (e.g. length-weight relationship, growth, maturity) available for key shrimp and groundfish species in the NBSLME and data gaps identified. Information on genetic studies on shrimp and groundfish species in the NBSLME region served as background for discussion on the stock structure
