And how does the authoritarian government react? This book explains the dynamics we observe during regime change facing high contention, in which much is at stake both for those in power and their challengers. Focussing on the experiences of democratizing countries in Asia, the author shows that even in the chaotic context of regime change there are regularities in when and how people mobilize. The book applies concepts and methods used in social movement research to the study of regime change and is based on a newly collected protest event dataset of 20 years for Indonesia, South Korea, and Thailand.

Since World War II, students in East and Southeast Asia have led protest movements that toppled authoritarian regimes in countries such as Indonesia, South Korea, and Thailand. Elsewhere in the region, student protests have shaken regimes until they were brutally suppressed--most famously in China's Tiananmen Square and in Burma. But despite their significance, these movements have received only a fraction of the notice that has been given to American and European student protests of the 1960s and 1970s. The first book in decades to redress this neglect, Student Activism in Asia tells the story of student protest movements across Asia. Taking an interdisciplinary, comparative approach, the contributors examine ten countries, focusing on those where student protests have been particularly fierce and consequential: China, Japan, Hong Kong, Taiwan, South Korea, Indonesia, Burma, Malaysia, Thailand, and the Philippines. Why do certain militaries brutally suppress popular demonstrations, while others support the path to political liberalization by backing mass social movements? Although social movements and media can help destabilize authoritarian governments, not all social protest is effective or culminates in the toppling of dictatorships. Frequently, the military’s response determines the outcome. In Defect or Defend, Terence Lee uses four case studies from Asia to provide insight into the military’s role during the transitional phase of regime change. Lee compares popular uprisings in the Philippines and Indonesia—both of which successfully engaged military support to bring down authoritarian rule—with protest movements in China and Burma which were violently suppressed by military forces. Lee’s theory of “high personalism” and power-sharing among the armed forces leadership provides a framework for understanding the critical transitory phases of democratization. He uses this theory to review and assess Eastern Europe’s democratization events in 1989, the Colored Revolutions of the early 2000s, and the protests and revolutions unfolding in the Middle East. Since the 1973 publication of Alain Peyrefitte’s prophetic When China Awakens, developments in East Asia have outstripped even the wildest predictions. China has undergone the fastest industrialization and urbanization process in history, yet tensions there are rising as some realize how far they have been left behind. This volume explores the applicability of European economic and social models to our analysis of East Asia’s and, in particular, China’s situation. Though millions of Chinese and other Asian people have been lifted out of poverty, inequality is rising nonetheless, and contemporary Europe and Asia are both witnessing collective action against rampant economic neoliberalism in the former and the exclusion of minorities in the latter. It is difficult to overstate the relevance of this assessment, which seeks answers to some central questions: Can events in Europe serve as a model for those in East Asia? Are there similarities or differences between the two regions? To what extent do political, economic or social systems stimulate or inhibit collective action? How culturally equivalent are the collective actions of marginalized/ disadvantaged people in the two locations, or are events in Europe symptomatic of specific cultural attributes? The ideas contained in Karl Popper’s The Open Society and Its Enemies—one of the most important tracts in political philosophy in the twentieth century—are relevant to anyone seeking to understand the recent history of the East Asian economies. Even though Popper wrote his tract to provide an explanation for both the rise and objectionable nature of totalitarian regimes in Europe in the twentieth century, many of the arguments that he advanced in this European context also explain the social, political and economic relationships that are seen in modern South Eastern Asian economies. The narrative of this book is driven by a research agenda that is inter-disciplinary in nature, since to make the link between the Popperian framework and East Asian socio-economic relationships the contributing authors needed to draw upon research fields as far apart as political philosophy and East-Asian studies. With one or two exceptions, however, nearly all of the contributing authors have a background in economics, and this background is reflected in the way that they have sought to tackle the research question. This book is, in short, an inter-disciplinary exercise undertaken from an economics perspective, and hence it may best be described as an exercise in political economy rather than pure analytical economics. The novelty of juxtaposing Popperian ideas with a discussion of social, political and economic development in South East Asia makes this narrative of interest to both political philosophers and specialists in South East Asian economies. The key insight drawn from the analysis is that although Karl Popper’s The Open Society and Its Enemies was a product of a European time and place, it is also relevant to anyone seeking to understand the recent history of the East Asian economies.
