Why does peace fail? More precisely, why do some countries that show every sign of having successfully emerged from civil war fall once again into armed conflict? What explains why peace "sticks" after some wars but not others? In this illuminating study, Charles T. Call examines the factors behind fifteen cases of civil war recurrence in Africa, Asia, the Caucasus, and Latin America. He argues that widely touted explanations of civil war—such as poverty, conflict over natural resources, and weak states—are far less important than political exclusion. Call’s study shows that inclusion of former opponents in postwar governance plays a decisive role in sustained peace. Why Peace Fails ultimately suggests that the international community should resist the temptation to prematurely withdraw resources and peacekeepers after a transition from war. As the U.S. military's Field Manual 3-0731 Peace Ops notes, these tasks are vital to establish "a secure environment" in order to "create the conditions for other political, economic, and humanitarian peace building activities." This edited volume examines a range of historical and contemporary episodes of reconciliation and anti-reconciliation in the aftermath of war. Reconciliation is a concept that resists easy definition. At the same time, it is almost invariably invoked as a goal of post-conflict reconstruction, peacebuilding and transitional justice. This book examines the considerable ambiguity and controversy surrounding the term and, crucially, asks what has reconciliation entailed historically? This book provides a critical analysis of the changing discourse and practice of post-conflict security-promoting interventions since the Cold War, such as disarmament, demobilization and reintegration (DDR), and security-sector reform (SSR) Although the international aid and security sectors exhibit an expanding appetite for peace-support operations in the 21st Century, the effectiveness of such interventions are largely untested. This book aims to fill this evidentiary gap and issues a challenge to 'conventional' approaches to security promotion as currently conceived by military and peace-keeping forces, drawing on cutting-edge statistical and qualitative findings from war-torn areas including Afghanistan, Timor Leste, Sudan, Uganda, Colombia and Haiti. By focusing on specific cases where the United Nations and others have sought to contain the (presumed) sources of post-conflict violence and insecurity, it lays out a new research agenda for measuring success or failure.
