The transferability of vocational education and training qualifications across international borders is a live issue in this heterogeneous field. Key to this goal is defining a common methodology for measuring vocational competences. This publication sets out a proposal for just that, based on the results of a pilot project known as ‘COMET’ on competence diagnostics in the field of electrical engineering. The study deploys longitudinal analysis to explore issues of competence development, the development of vocational identity, and occupational commitment. It focuses on two discrete occupational profiles in electrical engineering in an ambitious test of a model currently applied to other professions as well. The model’s success in its first phase is detailed in the second part of the volume, where the authors show that the transfer of the competence framework into an empirical model was successful. They also demonstrate that the methodology can be applied to designing and evaluating vocational education and training processes, making the material relevant to VET teachers and trainers as well as academics. With its first section comprising a full description of the theoretical framework, this book is a significant step forward in an urgent task facing administrations, labor forces and employers around the world. The achievement is in proportion to the notorious complexities of a field whose diversity makes tough demands on large-scale methods of assessment.

In this book, authors showcase the worldwide spread of Workers’ Faculties as an example of both cooperation between socialist countries in education, and globalization processes in the field of education. Based on extensive research carried out in Cuban, German, Mozambican, and Vietnamese archives as well as expert interviews, it combines detailed case studies of educational transfers and policy implementation with a discussion of theoretical approaches to the study of globalization in and of education. Research on Workers’ Faculties provides an especially interesting example for the study of educational transfer between socialist countries as well as for the interplay of such transfers with processes of globalisation for two reasons. On one hand, the first Workers’ Faculties were established already shortly after the October Revolution in Russia, and Workers’ Faculties continue to exist in Cuba until today. A study of these institutions therefore provides a dynamic perspective covering the whole period of the existence of the socialist camp. On the other hand, the spread of the Workers’ Faculty idea to four continents allows for an analysis that takes into account widely differing local contexts. This book offers an analysis of general trends and particularities in the history of the global spread of the Workers’ Faculty idea and its implementation in local contexts. This book deals with the theoretical and empirical questions of federalism in the context of five case studies: Austria, Belgium, Canada, Germany and Switzerland. The central argument is that in the long run the political institutions of federalism adapt to achieve congruence with the underlying social structure. This change could be in the centralist direction reflecting ethno-linguistic homogeneity, or in decentralist terms corresponding to ethno-linguistic heterogeneity. In this context, the volume: fills a gap in the comparative federalism literature by analyzing the patterns of change and continuity in five federal systems of the industrial west, this is done by an in-depth empirical examination of the case studies through a single framework of analysis illustrates the shortcomings of new-institutionalist approaches in explaining change, highlighting the usefulness of society-based approaches in studying change and continuity in comparative politics.
