Excerpt from Annual Report of the City Inspector of the City of New York: For the Year Ending December 31, 1862 By recent acts of the British Parliament, authority was given to the Commissioners of London and other cities to prohibit the use of cellars for dwellings, unless so constructed as to provide protection against the evils here complained of. The Commissioners at once prohibited the use of cellars for dwellings, unless they were of certain dimensions, and provided with a fireplace, and with a window of sufficient size to be made to Open. It was also provided that there should be a space in front of each cellar, and that the foundation should be properly drained. A similar plan might be adopted by the Common Council, and it might be provided that no cellar or under ground room should be let or occupied as a dwelling, unless it pos sessed all the sanitary advantages recommended by the London Com missioners.
