Over the last three decades there has been a rapid expansion of intensive production of fresh fruit and vegetables in the Mediterranean regions of south and west Europe. Much of this depends on migrating workers for seasonal labour, including from Eastern Europe, North Africa and Latin America. This book is the first to address global agro-migration complexes across the region. It is argued that both intensive agricultural production and related working conditions are highly dynamic. Regional patterns have developed from small-scale family farming to become an industrialized part of the global agri-food system, which increasingly depends on seasonal labour. Simultaneously, consumer demand for year-round supply has caused relocations of the industry within Europe; areas of intensive greenhouse production have moved further south and even into North Africa. The authors investigate this Mediterranean agri-food system that transcends borders and is largely constituted by invisible seasonal work. By revealing the story of food commodities loaded with implications of private profit seeking, exploitation, exclusion and multiple insecurities, the book unmasks the hidden costs of fresh food provisioning. Three case study areas are considered in detail: the French region of Provence, a traditional centre of fresh fruit and vegetable cultivation; the Spanish Almería region where intensive production has, accelerated dramatically since the 1970s; and Morocco where counter-seasonal production has recently been expanding. The book also includes commentaries that refer to complemetary insights on US-Mexico, Philippines-Canada and South Pacific mobilities.

The fact that labor supply consists of men, women, and children in families with their own accustomed and often well-loved ways of living is often overlooked in any discussion of "the farm labor problem." this study uses both agricultural economics and cultural anthropology in analyzing employment problems. The analysis covers (1) histories of the development of the citrus, lettuce, and cotton industries with examples of companies using different harvesting operations, (2) the economics of the technologies, (3) the workers, (4) the participants in their distinctive cultural and institutional settings--Mexican-American, anglo-isolate, negro, Indian, and management, and (5) the participants in their common technological setting. Some of the conclusions were--(1) Arizona agriculture, as a variant of southwestern agriculture, is an instrument of exploitation of unsophisticated, culturally unassimilated peoples, and functions also as an assimilative mechanism working in the direction of upward occupational mobility and by doing depletes itself of its own labor supply, (2) displacement of the higher occupational classes tends to be permanent because its members do not fit the lower occupational classes, and (3) when members of the lower occupational classes are replaced by higher class workers, the members of the lower classes tend to remain in the industry and compete for the new higher-status jobs. Some implications for farm employment and manpower were--(1) an unemployed worker should be retrained in a higher occupational class, (2) if a worker is displaced from the highest occupational status in the industry, he should be retrained for another industry, (3) anglo-isolates cannot be rehabilitated by training programs, and (4) the concept of training for occupational adjustment must be broadened to deal effectively with institutional and cultural factors.

A key feature of developing economies is that wages in agriculture are significantly below those of other sectors. Using Brazilian household surveys and administrative panel data, I use information on workers who switch sectors to decompose the drivers of this gap. I find that most of the gap is explained by differences in worker composition. The evidence speaks against the existence of large short-term gains from reallocating workers out of agriculture and favors recently proposed Roy models of inter-sector sorting. A calibrated sorting model of structural transformation can account for the wage gap level observed and its decline as the economy transitioned out of agriculture.
